GoI extends EV battery safety norms deadline

NEW DELHI, 29 September 2022: The deadline for electric vehicle (EV) makers to abide by new laws on battery safety norms was originally set for 1 October 2022, but the Indian government has extended that date.

New rules for safety norms

The battery cells, battery management systems, onboard chargers, battery pack designs, and thermal propagation are all covered by these rules.

The Ministry of Road Transport and Highways had decided to implement Amendment 3 of the said AIS, in two phases: Phase 1 by 1 December 2022, and the second by 31 March 2023. This decision had been made in order for manufacturers to be better equipped to comply with or implement the provisions prescribed under the Automotive Industry Standards (AIS).

Expert committee advice

The draft notification mandates conformity of production (CoP) for traction batteries used in electric vehicles based on recommendations from an expert committee constituted by the Union transport ministry.

Once approved, this will guarantee that battery and EV manufacturers only produce products that have received certification from testing organisations.

The new rules apply to both L category electric cars, which have four wheels or fewer, and M category electric vehicles, which have at least four wheels and are used to transport both people and products.

Two-wheelers fire concern

Nitin Gadkari, minister for Road Transport and Highways, has warned companies of penalties if they are found to be negligent, and ordered them to recall defective vehicles.

Electric two-wheelers from companies like Ola Electric, Okinawa Autotech, and PureEV were reported to catch fire in April of this year.
