UTTAR PRADESH, 15 October 2022: Uttar Pradesh aims to switch the entire public transportation system to electric vehicles (EVs) by 2030 in 17 cities, including Lucknow.

This objective is supported by the new Electric Vehicle Manufacturing and Mobility Policy-2022, which the state cabinet adopted this week.

Green routes by 2025

According to the policy, the Uttar Pradesh government has also committed to establish green routes in each district by 2025 to assure the operation of e-buses there and to promote the switch to electric vehicles for public transportation in other urban and rural areas.

In order to create a “Comprehensive Electric Mobility Plan (CEMP)” for Lucknow, the state government is working with NITI Aayog and the Asian Development Bank (ADB).

This project will be expanded to all 17 cities having municipal corporations. Later on, further cities may be included with the assistance of Niti Aayog or another organisation, policy stated.

The state government also wants to convert all of its fleet (used for official business) to electric vehicles by 2030.

The policy notes that these initiatives will assist the state government in developing an EV adoption and transition strategy. In all EV segments for the concerned cities, they will offer clear benchmarks for transition and uptake. These cities’ green corridors as well as suitable semi-urban locations would be found for EV promotion.

State government employees to purchase EV’s

The new policy states that in addition to encouraging state government employees to purchase EVs through vehicle advances given to them, the state government will also “rationalise the upper ceiling defined for purchasing vehicles for government use from time to time” in order to accomplish its goal.

The state’s administration will advocate for EVs that have been retrofitted with certified (ARAI/ICAI or other) technologies. Separate guidelines and their administration by the state department of transportation shall be issued with this goal in mind, it was noted.

According to the strategy, NITI Aayog wants to see EV sales penetration in the nation reach 70 percent for all commercial vehicles, 30 percent for private vehicles, 40 percent for buses, and 80 percent for two- and three-wheelers by 2030. The objective of achieving net zero carbon emissions by 2070 is consistent with this.

EV sale in 2021

Uttar Pradesh sells the most electric vehicles in India in 2021, accounting for the largest percentage of all EV sales. 66,701 units were sold in the U.P. last year across all market categories, followed by Karnataka with 33,304 units and Tamil Nadu with 30,036 units, policy stated.

The policy, which includes several incentives and subsidies, states that “Uttar Pradesh dominated the three-wheeler segment, while Karnataka and Maharashtra led the two-wheeler segment and four-wheeler segment, respectively.” It hopes to attract investment totaling more than INR 30,000crore and create direct and indirect jobs for more than a million (10 lakh) people.
