GOI introduces ALMM for solar PV cells to accelerate India’s green energy transition

New Delhi, 27 October 2024: India’s government is set to release an Approved List of Models and Manufacturers (ALMM) for solar photovoltaic (PV) cells, mirroring the existing list for solar modules. This initiative aims to support India’s transition toward green energy, with the new list (List II) for PV cells planned to take effect from April 1, 2026. By reinforcing domestic manufacturing, this move seeks to promote self-sufficiency in the renewable energy sector and reduce dependency on imports. 

Understanding the ALMM and Its Expansion to PV Cells

In 2019, the Ministry of New and Renewable Energy (MNRE) introduced the first ALMM list, specifically for PV modules (List I), to promote the manufacturing and use of Indian-made solar panels. The ALMM policy mandates that PV modules used in government-backed projects must be sourced from listed models and manufacturers, supporting quality assurance and industry standardization.

The introduction of List II for PV cells was delayed due to limited domestic production capacity, which fell short of demand. However, the government anticipates a substantial increase in the capacity of solar PV cells over the next two years, justifying the rollout of List II for PV cells by 2026. This update is designed to integrate solar PV cells under the same rigorous ALMM guidelines as PV modules, strengthening India’s green energy ecosystem. 

Key Features of ALMM List II and Compliance Requirements

The draft amendment to the ALMM specifies that starting April 1, 2026, all solar PV modules listed under ALMM List I must incorporate PV cells from List II-approved manufacturers. If modules contain cells not listed in List II, they risk being delisted, thereby losing eligibility for government-supported projects. Additionally, projects with bid submission dates prior to the issuance of this order will be exempt from the new requirements, allowing a smoother transition for ongoing initiatives. 

Vineet Mittal, President of the Sustainable Projects and Developers Association (SDPA), highlights that this ALMM extension will encourage the use of only high-quality, approved PV cells in government projects, promoting self-reliance and minimizing the need for imported components. This approach not only supports India’s green energy goals but also strengthens the domestic solar manufacturing sector. 

Industry Perspectives on ALMM’s Impact on Green Energy Goals

The ALMM update aligns with India’s ambitious renewable energy target of achieving 500 GW of installed capacity by 2030. Industry leaders, such as Yogesh Dua, co-founder of UTL Solar, express strong support for this initiative, acknowledging that it will not only drive sustainable practices within the industry but also bring efficiency and reliability to solar energy projects. This strategic move supports India’s green energy vision, creating a stable ecosystem for renewable energy production that can meet growing consumer demands.
